If you want the best suggestion but might be the longest, try to reformat and install Windows again then install your programs from scratch similar to what shingo suggested.
You can try this way, since I think there is a corruption on your computer to cause so much crashing or might be the cause from cashing.
I'm assuming that your using Windows XP.

thanks for the help the only problem is I cant get to the start menu cause my computer only loads to that screen that i linked earlier. I cant find any of the Windows restore CD's so im ordering them tomorrow. Do you guys think this will help?

* Type in Y then press Enter
* Restart your computer and let the computer run the scan
When the scan finishes, your computer will either restart or continue to the login screen. See if you can now access your computer normally.
Remember if Safe Mode doesn't work, post back when you get the Recovery CD and I'll post some new instructions on using the disc.
