My best bet is to change the power supply as there are 2 reasons for this.

1) In case the PSW is failing, at least do not wait until it blows, if the PSW blows, the motherboard will be damaged , more devices will be harmed. If the processor is running slow due to insufficient power received, a new power supply will solve the issue.

2) The slow down could be due to heat, as the system is old. the ventilation could be poor. The CPU slows down to prevent frying itself.

You could try using a fan to blow into the tower case, remove the case and allow direct ventilation. If the speed improves, then install fans

If both methods don't work, Guess your CPU is failing.
